Between Kachin and Myanmar Government Representatives

 

October 30^th 2012, a named “Peace Promotion” negotiation between representatives of Kachin State KIO and Myanmar Government has been held in Ruili, a border city close to Myanmar of China. The Talk folded up at the afternoon and it has carries out some progress. It is the first time that the Myanmar government to accept to discuss about the talk of politic requirement from since dozens of negotiation.

 The first requirement from Kachin representatives in this peace talk is the political right of Kachin state, which means the national autonomous right of Kachinland. This requirement has got verbal commitment from Aung Ming, a representative of Myanmar government, it means that the representative of Myanmar government recognize and accept to settle the requirement from KIO of settling national political aspiration, which is  the federal issue of sovereignty (autonomy).

During the Talk, one of the representative from Myanmar government, the Minister of Forest gives the answer to the requirement of political right from Kachin representatives “Anything can be discussed as long as Kachin doesn’t propose to set apart of Myanmar.” Then the representative of Kachin Mr Chun Lie Gun says “We make political demands not for get rid of Myanmar but for the integrity of the Union of Myanmar. We hope that Myanmar government will identify and protect the sovereignty and federation (autonomy right)of minority nations of Myanmar to get real and legal protect. The appeal of federal autonomy right requirement of KIO has never changed since we started peace talk with Myanmar government. And, if Myanmar government doesn’t honor minority political right and protect it according to the related terms of Federal Banlung Agreement, it is naturally that the Kachin State will apart from Myanmar.”

  Presently, the answer from Myanmar for Kachin Sate is: The discussion of political requirement and military problem will be held at the same time. Aung Ming (a representative of Myanmar government) says that Myanmar government want to be able to work for permanent peace between Myanmar government and Kachin, and the government hope that Kachin will join and hand in hand with the government to build a permanent peace. But Kachin think the civil war between government and Kachin caused by political factors. Since 1963,1988 and 1994, ceasefire has repeatedly for several times between Myanmar government and Kachin but ultimately could not prevent war from happening again, its root is the basic national federation (autonomy) sovereignty has never been fundamentally solved. The only way to fundamentally prevent war from happening again and eradicate the civil war is to solve the issue of national authority of sovereignty and federal autonomy. And it is the only way to truly achieve permanent peace and end the civil war in Myanmar.

    During the talk, the government representatives say that in the civil war they are just self-defense. The representative of Kachin Mr Zau Naw says: “We Kachin had never attacked the centre cities like Naypyidaw and Mandalay of Myanmar government, but your government troop attached our Kachin capital city Laiza with variety heavy weapon like 120and 150, was it your so-called ‘self-defense’? whosever fired the first shot, who first initiated the war, it is obvious to everyone.” Another representative of Kachin, minister of justice says follow by: “We Kachin also yearn for peace. Myanmar government verbally said stop fight, but in fact the government troop lunched a large scale offensive and attack on Kachin strategic places, we really do not understand what is your so-called ‘peace’, furthermore, you have been actively deploy a great number of troop and mobilize large number of military supplies for long-term battle, and have attacked our villages with 120 and 150 weapons, we really can not understand what is your so-called ‘permanent peace’. ” “Whether the Myanmar government solder died or Kachin solder died, they are our nation. So we hope the war stop as soon as possible, and hope that the peace negotiations successfully as soon as possible. ” the representative of government Aung Ming says. “Your Myanmar government so-called ‘peace’, we hope, not oral peace, but a peace through concrete actions.” says Mr Zau Nor, the representative of Kachin. “We executed to use the 120 and 150 weapons was through the authorization of North Burma Military commander. We hope general Gun Mo of Kachin to attend the peace talk, but he absent, it causes our general not attend the talk and we can not solve the issue of military.” says Aung Ming, the representative of Myanmar government. “Our general Gun Mo sincerely like to attend the talk, but since September 24-29, your army increase attack force strength. Our general is busy with military affairs, so he can not attend the peace talk. ” says the representative of Kachin. The government representatives say it is a pity.

  Then the talk continue. The representative of Myanmar government Aung Ming says: “We can accept the political negotiation requirement from Kachin, but we hope the meeting will be held in government controlled area such as Muse or BaMo, and I myself will greet you personally.” AungMing brings out a gift and says: “although General GunMo can not attend the peace talk, I will give him this coat as a gift. I bought it in America, a small size coat is hard to be found in America but I found it. The size is suitable for General GunMo, please help me to bring it to him.”

 AongMing, the former Myitkyina military commander says: “I have feelings on Kachin”. Then he sings a song named “the hometown of Jimpo” and says: “ The song has its Chinese sings , I like very much, I also like Munao dance very much.” He holds a Kachin girl’s hand and saying to her: “We must work hard to make the peace talk successfully. If not, we will share a half of you, and the Kachin will share another half.” The girls says: “A person can not be divided into two, but land can be.”
